enables any business or consumer with an e-mail address, to securely,
conveniently, and cost-effectively send and receive payments online.
Services are offered in 37 countries to over 15 million registered

As
a response to 9/11, in October 2001, the U.S. Congress passed the
USA Patriot Act. The Act required companies like PayPal
to verify the identity of its customers, keep records on what documents
were used as part of the verification process, and continually consult
lists of known or supected terrorists as a way of matching government
watch lists. PayPal has certified that
it meets these three requirements and will modify or add policies
