As a response to 9/11, in October 2001, the U.S. Congress passed the USA Patriot Act. The Act required companies like PayPal to verify the identity of its customers, keep records on what documents were used as part of the verification process, and continually consult lists of known or supected terrorists as a way of matching government watch lists.
