HMO financial contributions to Governor Gray Davis (D-CA) have caused Daniel Zingale, Director, CA Department of Managed Health Care (DMHC), to obstruct the enforcement of patient rights laws signed by Davis himself. The State of California is a participant in a RICO Enterprise to implement The Business Roundtable Health Care Policy Principles that oppose patient rights laws.
